The beginning gives "last stand" vibes, where you are ready to sacrifice everything, the rest gives triumphant vibes, where you prevail over the enemy, and the ending chime is the deep breath of relief afterwards.
Personally I think it represents breaking what has restrained you, in other words breaking your limits. The beginning gives me "You need to surpass yourself" vibes, the middle gives me "that's it.. keep it up, keep on becoming stronger" and the final triumph, "You have become much stronger, now fight!"

Nope, the composer for Dragonball GT is Akihito Tokunaga, while Norihito Sumitomo only joined Toei as the composer for DBKai: The Final Chapters and Dragonball Super :)
