Right now he's very strong and nerf is not that big, so he should be pretty good still, especially if you're playing rageblade into runaan/navori, not botrk first!
If enemy team won't group that much, Navori will be better. Runaan's biggest strength is AOE damage, but it won't be able to give you that AOE damage if enemy team stays far away from each other. Also, with Navori it's less punishing to use W at the wrong time, and your damage on neutrals (baron, dragon) will be better
