What does the rule state regarding the following situation: an initial ordinary foul is called, followed by a single pump fake or spinning the ball (which by the USA and nfhs book clearly states doesn't put the ball in play), popping to put in play, and then shooting. Should undue delay be forced in this situation after the spin or pump, or is it the refs discretion? I don't see anything specifically calling for spinning or pumping to be a turnover.

It is referee’s discretion. Ball to be put into play without undue delay “reasonable amount of time”
this is a dumb rule. We are really focusing on the wrong things as a sport. "At the ref's discretion" is a clear path to a bad rule.
