Crime happens regardless of who is in office. Joe Biden has nothing to do with state and local laws. I'm neither Republican or Democrat but assuming that criminals will stop committing crimes because of who is in office is wildly naïve at best. RTD and airport parking should have already had cameras and security to help prevent these incidences. Do I agree that criminals should face harsher punishments, yes.
Through the fish and game department nationwide, there will be open kill toe tags sold for catalytic converter theives and the get-away-driver/crew if caught in the act. If Catalytic converter thiefs have guns at the time of the toe tag instalation, a reward will be paid to the legal tag purchaser. COMMON SENSE "Catalytic converters" contain some "valuable" metals embedded in - (all metals have values but all do not attract looting)! - if much more valuable metals are affixed onto the bodywork or engines of your car, then it attracts the "criminal enterprise", a sort of like putting in some parts of your engine jewelry made from silver or gold! You think your car will be safe if the stirring wheel is made of gold? Then avoid doing that kind of silly thing, not to be targeted by the criminal enterprise! OR maybe the manufacturers want it, they planned that kind of thing to happen - "good for business?!"
Simple solution, buy a few Honda elements and stake out the location with scoped 300 Weatherby rifles. No worries if you hang them from the top floor like scarecrows!
I’m a fleet mechanic for a non profit that works with our disabled community- In 2019 we had 3 catalytic’s stolen, in 2020 we had 8, in 2021 13, so far this year 5- We reported the first 5-6, with video footage, even close ups of the criminals... no arrests- The cost in ‘19 for a catalytic was $400-$800 depending on the vehicle, today same vehicles $800-$2000- Colorado passed standards that doubled+ the cost of a catalytic- I’ve written to our ‘representatives’ telling them the solution is to clamp down on the purchasing of stolen catalytics by asking for proof of ownership... never heard back- The 4000 number is much higher, several neighbor businesses around us have continually been hit & they too stopped reporting- A total repair bill with parts & labor would easily run in the $1500-3000 range, a big hit for working people, yet ignored by our authorities, across the board-

Just pass legislation so that you have to be able to trace this back to the vehicle it was taken from and there has to be a database of vehicles that have had the catalytic converters removed and only the state can buy them and they can only sell them to the state. Problem solves. In the state can capitalize on the money and put it back into the budget. Make some money off of it. Protecting the citizens and giving back to the citizens at the same time. That’s how government is supposed to operate. It never does.

That won’t work. The thieves are often driving stolen cars or have removed the plates. They also wear face masks. I know because I’ve chased two different sets of thieves away from from my car at the Gateway Park n Ride.
Not just converters, AC parts as well. Proper ID on converters that would be required to sell them, but that would mean fighting the auto lobby. Legislators need to do their job and this would stop in its tracks. Thieves are always one step ahead.
I had a straight pipe installed after my Catayltic Converter was stolen. It cost me about $100 dollars and I won’t have to worry about losing one again.
The car manufacturers are guilty because they mount the expensive catalytic converter under the car without any protective shield, thus encouraging the theft of catalytic converters. We must all unite and sue the car manufacturers, to pay compensation! The car manufacturers should learn to mount protective shields under the catalysts and pipes so that it takes several hours for them to be removed to access the catalysts, then the catalysts will no longer be stolen!

Because new cats are in the range of $1200 since CO requires CA cats, the state should start reimbursement efforts for allowing this to continue.
