Two options I can see: #1. He is cop and haven't got enugh of siren at work. #2. He is street racer and likes sound of siren on his tail. =)
At rally events, before the competitors come through they send one or 2 cars through the stage at speed to make sure the stage is clear of dangers or spectators at speed
Hence the number 0 on the car
