In my region we have Azelf and he was fairly easy to catch at least to me it was. I could never hit Excellent throw with this guy tho, much like Giratina origin forme before it. But the difference is Giratina O was extremely difficult to catch for me. Could never hit Excellent as he was too close and kept moving up and down all the time. I could only catch 3 out of 10 tries while the rest was trade with friends.

Your catching it wrong. U use golden berry first then nanab berry and switch between both. It makes it easier to catch legendary pokemon
