20's Plenty: The Move to Safer Speeds in the UK

  • Five years ago, Streetfilms' was in Warrington to talk with the great folks behind 20's Plenty For Us, a largely volunteer group of organizers trying to get speeds of most streets in their United Kingdom boroughs reduced to 20mph. The first film was highly successful in helping spread the message and on a recent trip we caught up with them again.
Founder Rod King MBE reports some amazing statistics: currently over 14 million residents of the UK now live on streets of 20mph or less, including 3 million in London. Despite being a very small organization they have empowered an unbelievable 263 local campaings across the UK asking for 20 mph streets. It's amazing to see energized volunteers deploying all sorts of creativity to get the message out: stickers, banners, yarn-bombing, children's art and t-shirts. The success have been remarkable and in the film we get to briefly visit Central London, Liverpool and Cambridge.
In fact, building on those achievements the 20's Plenty For Us is now campaigning for "Total 20 By 2020" which aims to make most of the streets in the entire country 20mph, making it the norm rather than the exception. For those watching in the United States, this film is like a road map to how to get public support and your community energized around lower speed limits. New York City may have recently set it's city speed limits at 25 mph, but to keep driving down serious injuries and fatalities, we should be following the example set by the UK.

Yes on the whole its a good idea. But Its no where near as effective as this video makes out. I live in this area pictured in Warrington, these streets are my local streets. I am car driver, motorcyclist, cyclist and pedestrian (and i have a young family that plays out (unusual)). So Im in a great place to comment. A few points...
First point, these limits are no just placed on residential side roads. Main roads are changed 20 as well, this dilutes the effect and teaches drivers to ignore them. For example park road (now returned back to 30 after bus timetable effected (where are your road safety ideals there?), St Marys road is also main link between Gt Sankey and Penketh is also 20.
All these 20 limits are virtually ignored. It doesnt even register on most drivers radar, they drive at 30+ and thats that. Most driers are not intrinsically aware of the limit they drive to a learnt muscle memory system., its habit. They have no idea how slow 20 is, its generally not even the same gear in in a car. So all basically the people who are driving 20 (just me) end up with a 4X4 right up my arse, wondering why i am crawling along. your now creating a larger speed difference in the traffic, with all the problems this entails. This sorta defeats the road safety value.
I'm not convinced that the limits are enforceable. the signs are often badly placed, obscured and only on a single side of the carriageway, they not the standard size. There are no repeaters/reminders.
The idiots who do speed (and i mean intentional, as opposed to lack of awareness) couldnt give a monkeys about 30. do you think they care about 20. no chance. So how does this work? its doesnt. Who are these people speeding anyway? Think about whoit is? and why. on the whole its local people, the same people who want the 20, makes no sense.
I could go on. But hell.

Speed limits in the uk need an overhaul. Completely agree with reducing speed limits in built up areas and back streets. Motors ways should be 80-90mph. Lorries should not be allowed to over other lorries doing nearly the same speed. Tailgating needs a higher punishment, same as Middle lane hogging.

I agree with this wholeheartedly (I even signed the local petition )...However why not increase the motorway speed to bring it into line with most European countries where the limit in places is 130kmh (approximately 80 Mph )?

Pushed by people with their heads in the clouds. Going so slow just distracts drivers and give people a false sense of security. If you don't like traffic move to the country.

@@samkhodr9975 can you share the raw data for that? You'd need a database of ALL road traffic accidents involving pedestrians, plus an (accurate) estimate of the speed the car was going before impact. Even a 5-6 mph error in the speed estimate would quickly mess up a comparison between 20 and 30. I don't doubt that there is difference in mortality rate between impacts at 20 and 30, but honestly this smacks of campaign propaganda

In the middle of the night, that's not a reason to speed because visibility is lower at night and there's a big difference between 20mph and 30mph. A car going 30 has more than twice as much kinetic energy as a car going 20 and the stopping distance at 30 is twice that at 20. And if you speed, you can't complain about the camera being too high, if you don't want a ticket, don't speed, if the windows are foggy and you can't see the signs, you aren't making sure you always have full visibility, so you need to de mist the windows. If you hit someone at 20mph, there's a 1 in 40 chance they will die, at 30mph, there's a 1 in 5 chance they'll die, and the odds are even worse for vulnerable pedestrians like children and the elderly. At 35mph, the chances of dying if hit are already a grim 1 in 3. It's ridiculous to expect the rules to never change after you do your driving test, they'll be 20 signs as you enter a 20 mph zone

Great campaign and a great effort for 20 mph on public road. I wish 2020 the organizers would reach their goal to achieve 20 mph, into implement in full effect in the United Kingdom. This would make it user friendliness to a growing society in modern standard travelling about place to place.

Because a car is a 1 or 2 tonne machine which can cause far more damage than a pedestrian or bike and the difference between 30 and 20 is a lot and I don't see how money really plays into it when police and cameras rarely, if ever enforce 20 limits
