You should check “Yes” on Question 11 of the CBP Declaration Form 6059B to declare agricultural items like honey. Over 100 ml can be pacled in checked luggage. There has been many instances where traveller friends had to spend hours at the airport and face several queries and lastly their pulses like dal and rice are not allowed by the CBP officers. So as a flyer myself and after a lot or research, i have found out that this is something which is restricted in USA especially.
