I think above a certain value say 5k UPI maybe charged but the problem is who will pay. The better way is to split the cost 50-50 between the customer and merchant. But the problem is merchants will compel the customer to pay for it.
For smaller amounts at least the customer should not ne asked to pay. But if for ever small charge say 10 -15 or even 100-500 the customer has to bear the cost then its unfair.
When I was in USA no charge was made for digital payments. The cashiers used to ask me debit or credit but never charged for payments and this was 14 years ago.
