For 300 km/h it would take less than 4.9 seconds. There are no 300 km/h sections on Tokaido Shinkansen. Maximum speed limit on Tokaido Shinkansen is 285 km/h.
Currently, the max speed at that station (Odawara) is 285kph max. This is determined by regulations. Also, Odawara station itself is curved and there is a deceleration section ahead, the driver often runs at a lower speed at this station. I guess the train is actually running at 250-270kpm. There is no 300kph operation on the Tokaido Shinkansen section. It is only in the area west of Himeji station in western Japan that the N700 can running at the 300kph max. The only station in that area that might be used by foreign tourists is almost Himeji Station, so you can assume that most of the N700 passing videos taken by foreigners outside Himeji Station are not 300kph regardless of the title.

Ive been to Odawara very nice town i guess about 200k, plus gorgeous castle witn museum in it,those rockets fly 5 km per 1minute

You have to hop into Himeji station to observe trains cruising at around 300 kph. Odawara's limit is capped around 285 due to a curve ahead.
