Leeds is a city and the administrative centre of the City of Leeds borough in West Yorkshire, England. It is built around the River Aire and is in the eastern foothills of the Pennines. The City of Leeds district is governed by Leeds City Council from the Civic Hall. Leeds is also the third-largest city (by population) in England (after London and Birmingham).

Until the car park was created, Leeds Markets were the largest (by floor space) in Europe. Also, thanks to a directive from Leeds Council, pre-Covid, the Tourist Information Centre, in Leeds City Station, was replaced with a Pret cafe, the recent removal of bus shelters from the main entrance of the City Station and, currently under construction, the removal of the cycle storage and covered taxi rank. The plan is to reduce public transport access to 'on foot' use or a (maximum of 6 capacity) open air taxi rank; off site from Leeds City Station. This will make England's third largest city (by population) more difficult to travel through. Not to mention it having the worst road system and poorest public transport offer in Europe.
