Maintenance of roads does not cost much .After the rainy season we know that the rains will cause potholes, that is the time to have crews form the Department of public works go out and fill up all the pot holes with small rocks and coal tar . According to my parents and grandparents that is how it used to be during the colonial times when the systems were still being followed in Nigeria . Now the Government will wait until the road is completely destroyed, then then will give out a big contract to rebuild the road from scratch ! Corruption!
Honesty is hard to come by in Ghana especially with cab fairs and shopping in the market. I experience your situation with each visit to Ghana, it even starts right away from the airport.
Why cant African governments maintain roads .I am Nigerian and in every African country it is the same .Roads riddled with potholes causing a lot of financial problems for the citizens , making it difficult to get around and costly damage to the cars. The road to my village should be a ten minute drive but takes almost one hour due to the potholes !!

HONESTY in pricing items in an INFORMAL economic system is asking too much!!! If you want honesty, better go to the central business district supermarkets. I think many Africans are making a mountain out of a molehill over this issue.

Easy thing to do with cab guys always check the fare on Uber or Yango or bolt first and try to negotiate for them to go below that price or around it
