  • Jamaica’s Foreign Policy: From Norman Manley to Andrew Holness
    I read where a journalist, Michael Jarrett, writing in the Jamaica Daily News (9 June 1978), made the following observation,
    “To hear some Jamaican’s discuss their country’s foreign policy is embarrassing. The ignorance which exists is unbelievable. Very little is known by the average Jamaican of how the country stands in the whole scheme of things.”
    Jamaica's foreign policy since the very beginning has been influenced by the contrasting philosophy and ideology of the island's two main political parties, the People’s National Party (PNP) and the Jamaica Labour Party (JLP).
    Yet, most Jamaican political leaders understood the nation’s position in global geopolitical dynamics; they knew “how the country stands in the whole scheme of things.”
    Since the early years of the country’s development, there was consensus on certain core principles which guided Jamaica’s conduct of international relations.
    Jamaica’s history in the conduct of international relations spans a period of seismic global changes in geopolitical relations, an evolution in international security, rapid information technology innovation, and economic and trade globalization; a period which saw a fiercely politically contested Cold War, the fear of nuclear annihilation, transition from bipolar super power rivalry to a dominant unipolar world, and back to a world dominated by powerful economic blocks and intense geopolitical rivalry.
    A lot has changed since 1958 and Jamaica’s conduct of international relations has evolved.
    This historic documentary, Jamaica’s Foreign Policy: From Norman Manley to Andrew Holness, 1958 to the present, will explore Jamaica’s conduct of international relations under the leadership of Jamaica’s ten political leaders representing both political parties - Norman Manley, Sir Alexander Bustamante, Sir Donald Sangster, Hugh Shearer, Michael Manley, Edward Seaga, P. J. Patterson, Portia Simpson-Miller, Bruce Golding, and Andrew Holness.
    Two former prime ministers and a specially selected group of past and current foreign affairs practitioners, and international affairs experts are invited to participate and share their perspectives on the conduct of international relations by successive Jamaican governments.
    This historic perspective of Jamaica’s conduct of international relations will be of great value to international relations researchers, educators, students, and the man in the street. And it will serve as a valuable resource for foreign governments in understanding Jamaica’s unique role in the conduct of international relations.

    From British control to US control to Chinese control. Jamaica is a relay baton handed from one colonial hegemon to the next. Michael Manley was the only leader who positioned JA for true independence.
