Its basically a set of rules (algorithms) which you can perform on in this case, a cube, but typically the group is all possible rules. Say we have the standard R U R' U' rule on a solved cube, or maybe we have M2 U M2 U2 M2 U M2 on a solved cube, these are examples of rules. Another point is if we perform the rule R U R' U' six times or M2 U M2 U2 M2 U M2 twice, we will end up back at the solved state again, this is also part of the permutation group!
