By common sense, I'd say no, because of Aventurine. The only thing is, I haven't seen GoT. Otherwise ? I know pretty much everyone in the room. Sally is basically a ghost, Maeno Aki ("Tsugino Haru") is a slightly deranged therapist, Baek Cirrus is a regular guy, Till is an idol. Aventurine of HSR is pretty strong. The fact that Welt (old man who cheated on death at least twice and who summons blackholes to fight) thought of interfering against him (when he doesn't fight anymore) makes him more dangerous than Wanderer in his current state. Besides he's part of the IPC, aka that one organisation that justifies genocide as act of world piece. Mostly, HSR's powerscaling is higher than GI, so there's matter to discuss. If you need to scale how powerful each Hoyo games characters are, it should be something around this: GI > HI3 > HSR? (the scale is wilder than HI3's and it is assumed Aeon are more powerful than Herrschers) > GGZ (Yes I don't know where to pur ZZZ- probably because it doesn't belong to the Honkai series.) I have to say, it is difficult to compare powers from GI and HSR. They're just different. We don't actually know? Aventurine's real strength either as the Penacony arc as whole is within a dream. Btw, both Aven and Scara appear as bosses and playable characters. Draw your own conclusion-

He's still a boss, and only got defeated because an emanator (basically a god's envoy, if we were to compare strength wise, Acheron is stronger than an archon) struck him. He's also very manipulative, but has a terrible backstory. He's very similar to Scara in this way.
