    Any general rules about what are the advantages and disadvantages of each flex?

      The fast the action the less work it will be to cast a lure, but the more work it will be to work the lure and fight the fish. More moderate rods fight the fish more but take more effort to cast lures.

    What would be the best action action to work the following types of plugs; poppers, spooks, glide baits, pencils, swimmers, metal lips, minnow type ?

      Theres a lot of different lures there, some of which you would want different rods for. A moderate fast would cover a lot of the bases

    What action good for tog fishing?

      That can depend on depth. For deep water you'll want something faster so you can set the hook quickly, for shallower water a moderate rod is the most fun.
