When I saw the temple and arena during your stream, that's when I realized it wasn't the Imperial city... It had to be Kvatch. Fun fact: Before the plotline changed, you would have been able to become champion of the Kvatch arena as well as the Imperial City's.
Would LOVE to see you build Skingrad. Probably my favorite city in Oblivion unless you wanna do a massive project and built the imperial city along with the white gold tower

Ha, funny you mentioned that. When planning for an Oblivion build, Anvil and Skingrad were both looked into. I just couldn't find an area on either map that would fit those builds.
It can be functional, as there is a ton of room. You can also fit a shrine in the chapel. As far as lag, I was running the game on cinematic graphics with little to no frame rate drop. It's going to depend entirely on your graphics card.

Both cities were considered. The only issue I found is that I could not find any suitable terrain for the location for them.

Try building them on flatter surfaces. That might help you get use to the placement of them. Also make sure auto align to terrain is acticated.

How long did it take to figure out how to make that outer wall connect.
Not too long. I've been doen asym builds for a while, and have a decent idea on what to do to link the walls now.
