It's mostly referencing the Starsky and Hutch TV show from the 1970s and every action cop film ever. 1) Partners that are so opposite that they don't get along but later become buddies. 2) An angry superior who gives the cops grief for breaking the rules and damaging property. 3) The mayor's office or the police commissioner is calling the superior directly to complain about the cops' actions. 4) The cops have to hand in their badge and gun before they finish the case, which they've been directly ordered to stay away from. 5) The partners learn to work together. The _By The Book Cop_ learns to loosen up and take risks and the _Cop On The Edge_ realizes that the rules exist for a reason.
