It’s considered the most dangerous and crime filled part of Tokyo but everywhere else in Tokyo is pretty safe. Try going to the more local and suburban parts of Tokyo. They’re 10x more safer and have friendlier people there. I’d recommend places like Chofu, Fuchu, Komae, and Shin-Yurigaoka since they’re close to central Tokyo and have good stations and people.

It's not just because of that and it's done since way before that, when some get a cold, they use it to try to prevent passing their cold to someone, it's about being considered with others. Also, some people is allergic to things like pollen during certain seasons, so they use it for that, too.
