That bus was most likely a party bus. They're very popular in PR and usually are tricked out with lights and speakers to blast music. If you look it up, that's all you'll find but since I spend a lot of time on the island they're a pretty common sight.

We are all of the same culture and community, so there is high trust and no need for policing, instead having peace kept through social means. There were farm stands all over where the farmers just leave food out and an unlocked box. They write the prices down on a board and you just leave you payment in the box for them. There was never theft and everyone paid what was owed.

Puerto Rico doesn't have a bus system for public schools so when they do fieldtrips schools rent buses from private companies. these private company drivers do whatever they want to their busses like install loud speakers paint however they want them and ofcourse install crazy lights. they pimp their busses like the show.

I don’t think he was actually trying to go to specifics I think he was just trying to put it in a way that us as an American audience would understand. Because to us those are obviously school buses but I’m sure if someone were to actually delve deeper into it they would see what you’re saying. So it’s not like he was wrong he was just trying to help the American audience have a laugh because that’s basically what those buses are to us.

About the safety in UAE: I've been in an empty mall in Dubai once. There were billard tables with complete set of balls and queue, also Airhockey tables with pucks and the handles. Free to play with, no one was there to watch us. Nothing was stolen.
