If a person went to them and asked for their favorite Bible verse, they would see it as someone who maybe is looking for faith, and as an opportunity to share that faith with them.
I think if you go to church, read the Bible, etc. and ignore an opportunity to help someone who is looking for guidance, then you are less than Christian. But aside from that, it's clear that he can't answer the question. That tells me that he is lying, and taking advantage of real Christians and other people of faith. What is your favorite bible verse/passage? Myself, I don't think there is anything more powerful or inspiring than the Beatitudes (Matthew 5:1-12). You don't even need to be a believer to be moved by this.
