I happen to be an accountant where I work. Every time we present our annual financial plan/budget we usually must include estimates of revenue which shall form basis of expenditure. It's the normal thing. Whatever Jimmy Wanjigi says is absolutely correct. I've also been wondering how in the recent past all budget policy statements read by the CS TREASURY contains 100% expenditure estimates. The finance bill only gives a plan for raising tax. What informs deficits and public debt is kept in the darkness. This is a sinister motive

It's not so much about the constitution but rather what's is logical. If you say you are intending to spend this much, then logic dictates that you state how you intend to raise that much!!

This conversation needs to be split into stages of 15min each addressing a specific issue ... The we can easily have clips addressing one thing each. In its current form I had to watch the whole 49min for me to get the whole picture being presented. Because everything is all connected together.

Initially I was with Eric Latif trying to dismiss Jimi's point as a technicality, but towards the end of his presentation I finally understood his point, the domestic debt borrowing has not been anchored in the expenditure estimates either as a appropriations development or appropriations recurrent. If this is true, then this is a Pandora's box. His other point of the budget having to be presented with both the expenditure estimates and revenue estimates I still feel its a technicality, because we all know the revenue estimates for this financial year.
There's it being APPROVED through parliament, and there's us knowing, which he's made it clear that it will always be put in public domain there after.
Yes, we know. But has the law been followed in making us know? For example, let's say the gov't publishes list of new judges in Kenya Gazette. Jimmy we normally here that Ministries, Departments, constitutional office's, independent office's etc have returned unutalized Money back to Treasury, now my question is; 1. When Budget is read is this amount deducted from the estimated budget of the following financial year and if so; 2. Why's it that we just normally here is that our estimated budget for the next financial year is 3.6 trillion but we haven't heard that the money returned is like let's assume 1.2 trillion has been subtracted from the principal budget henceforth the budget for the next financial year is 2.4 trillion.

I have followed Jimmy since the 1st interview... its clear we are being robbed by a few people who seem to be above the law.... after this amazing revelation what is the action we need to take? It would be sad for this to end on these interviews.
First, we need this information/education to be accessible to all Kenyans; these interviews should have the option of subtitles or voice over translations in Kiswahili & all the other Kenyan languages. Second, the interviews (with the translations) should also be available as video files that can be passed around and watched over & over without data/bundles/wifi. Then this becomes National Information and there's the possibility of the citizens uniting against the leadership to refuse these senseless policies/laws/taxes that they are imposing.
Should we just amend the constitution to have MPs be literate in Finance, Economy and Law. These things really are above our current crop of mediocre MPs surely.

Uhuru Kenyatta et al.. made life so miserable for Jimmy. I will never forget how the police stormed and raided his house and treated him and his wife like terrorists. RAO spent nights there just to protect him from Uhuru. Now Jimmy will make sure he destroys Uhuru's legacy by unearthing all the secret ways Uhuru used to steal money from the common mwananchi. By the time he is done, Uhuru VS the people of Kenya will be in court, because the people of Kenya have woken up and they will not pay for debts they are unaware of just so that someone can sit comfortably enjoying their ill-acquired wealth while the common mwananchi is suffering. Life started becoming difficult during Uhuru's regime. He will go down as one of the worst presidents Kenya has ever had. IMF and world bank will also wake up to the fact that they must do their due diligence before approving loans. Good on you Kenya. Thank you for Jimmy for waking us up.
I have followed Jimmy since the 1st interview... its clear we are being robbed by a few people who seem to be above the law.... after this amazing revelation what is the action we need to take? It would be sad for this to end on these interviews.
First, we need this information/education to be accessible to all Kenyans; these interviews should have the option of subtitles or voice over translations in Kiswahili & all the other Kenyan languages.
Second, the interviews (with the translations) should also be available as video files that can be passed around and watched over & over without data/bundles/wifi. Then this becomes National Information and there's the possibility of the citizens uniting against the leadership to refuse these senseless policies/laws/taxes that they are imposing.

What is it hard for these presenters to understand a simple explanation? How can you budget expenditure without knowing how much you will collect and from where?
