The signatories of those loans need to have their properties seized and auctioned off to payoff this debt. No way should a regular mwananchi be held responsible for a loan they never got to utilize.

A smarter course of action would be to hire an international corruption audit firm, let them do a thorough investigation, & trace the stolen money.
Then arrest, prosecute, & jail the thieves, & claw back the stolen funds.
