It doesn't appear there's twisting. You start in the inner most space, then the next bubble is the middle space (between the wires) then the last bubble is the outermost space.
You push through space 1 and 2, 2 and 3, then 3 and 4. Once you have your 3 "poofs", the ribbon will be on the back of the wire wreath. Give it a twist and start again. Push through 1 and 2, 2and 3 and so on.

I still don’t understand how to go from your first bundle to the second . Do you twist the mesh or turn the roll of mesh over? I am so confused.
