There's an elevator that you need to get a key too unlock it. I can't remember where the key is (it's been a few years since I last played) but I'm pretty sure the elevator is in the ruined mall area. Next to the forest

it's a side quest from emil. you need to find all lunar tears to complete it and you'll be able to go there using the elevator in the shopping mall
