Technically, I believe you are wrong about P-40 expanding when the president is there. I think what happens is they turn on R-4009. My understanding is that by definition “Prohibited” airspace is always plotted on sectionals. Clearly, this is not possible to do for airspace restrictions that need to be turned on and off. Thus, the use of Restricted airspace.
