The biggest thing I notice about these videos, is that when citizens accurately say the laws, the cops don’t recognize or remember ANY of it. To me it shows they literally never learned this in the first place.

As far as cops are concerned the 4th Amendment does not apply until they, themselves, are arrested. When that happens the 4th is absolute according to them and their lawyers.

Well you see the first two officers that showed up, they both look like 18 year olds and about 90 lb soaking wet, even the supervisor was some old little man, they are used to people complying in the state of North Carolina they have not been challenged.

END IMMUNITY NOW, so when a cop thinks about violating your rights, they also think about losing their jobs and pensions and bank accounts.
9 times out of 10, when a cop loses qi in a civil lawsuit, the lawsuit still isn't paid out of their own pockets. The police department, union, municipality, etc. still pay the suit. Unless there is a law created that forces cops to pay for even a percentage out of their own pockets, ending qualified immunity would do very little in itself.
It would be way more effective to achieve the goal of changing how cops do their job, by making them carry personal liability insurance. Then the Insurance industry would determine who can be a cop, and who can't, based on potential liability. And, there is nothing the Union could do about it. On top of that, the insurance companies would use their considerable lobbying power to change the laws that regulate how complaints, and officer investigations are handled. They want accurate information with which to establish rates.m, and determine who is uninsurable. They will also get their fingers into how cops are trained and educated. Anything that effects their liability exposure will be adressed... the bad cops will be out, uninsurable. No moving to the next department down the road. No more cover ups. Qualified immunity will never go away, that's a pipe dream... personal liability insurance has precedence. Doctors need to carry it. And the argument could be made that a cops job is every bit as life and death as a doctors. Maybe more so.

Even if it was a direct complaint, video recording on public property is protected free speech.

They need a minimum of two years training to go into law enforcement because they need a little medical and they need to know the Constitution..

Now this is not fact, but I personally know the people at that family run business, and I have a hard time believing that they'd have a problem with anyone filming their building, not to mention that the inside of the office is set up that they wouldn't even freely see him walking down that sidewalk.

@corsairsofnarshaddaa The main reason you will never see charges brought under this law is that it could apply to anyone in a position of authority. Judges and even legislatiors could be considered conspiring to deprive people of their civil rights if they make or apply laws that are directly in conflict with the constitution. How it ever got passed in the first place is beyond me.

Another possibility is that the police do know the law and knowing arrest a innocent person. They also know that no harm will come to them for breaking the law. However, at a considerable lower rate than other states. Why? Because of that reference book "Crimes" and most importantly we do not have mayor's court or municipal courts. Moreover magistrates cannot sign warrants. While our legal system is far from perfect, it's considerably superior over many of the other states.

NC law only requires you to ID if driving and stopped, or when ARRESTED. She's either utterly incompetent or totally corrupt.
No state requires you to ID yourself without reasonable suspicion of a crime.
The only scenario where you're required to provide ID (license) is for a traffic stop, which they also must have a valid reason to do. However, it's pretty easy to make up nonsense for a traffic stop (on top of they're not required to tell you what you were stopped for, before asking for your license).
