All three of your questions are easy to answer, and the answer you provided is actually false. How many are in New Jersey? At least one that has been publicly announced because the pilots don't want someone to shoot them down and they're understandably afraid. Without a flight plan? All experimental aircraft do NOT need a flight plan unless they are taking off from an established airport in classes A, B, C, D, or E airspace. No radio tracking signal? As they said in the video: this is NOT a drone. A drone is NOT necessarily a quadcopter, hexcopter, etc. And unless they are flying this in or out of one of the afore mentioned airspaces, they do NOT need to have ADB-S enabled. Is it wise to do so? Sure! For VERY obvious reasons. But it is NOT required when launching from private property, and is NOT required when flying below certain altitudes because, again, it is considered an experimental aircraft. The FAA views this aircraft as the same as an ultralight or other experimental aircraft (in the sense of whether it needs to follow certain rules or regulations; obviously it is not classified as an ultralight, but it is still an experimental aircraft "like" and ultralight).
@ChasingDifferentAdventures the higher pitch sounding drone was a FPV drone chasing it with some cool footage. The VTOL is quite noisy to say the least.
