Buck is a character that in the 40s looks at how people bully his best friend. Then, he ''die'' in the hands of Steve. Then, he was an experiment of HYDRA and he changes from Bucky to The Winter Soldier, he kill a lot of people without thinking only following the rules of Hail Hydra. Imagine, he has a lot of traumas and he feels bad for killing people. Under Wanda, he is one of the characters in the MCU that has suffered a lot.

This why I'm a total Winter Soldier/Sebastian Stan fan. Everyone is broken to one degree or another whether or not we want to acknowledge it. His character, his acting ability puts him so far above most actors because of his range of emotion. When I see his pain his tears, the depth of his woundedness, I feel compassion for him. I care about what happens to him.

Bucky is truly the most emotionally broken male character in the MCU. In the scenes where Hydra were doing their thing, the pain in his eyes is as clear as day, except he can't let it out. Assuming y'all have watched all the episodes of FatWS, Bucky finally rose up from the ashes and is in a far better place right now. His arc is perhaps the best from the characters outside of the OG 6 avengers.
