John Brzenk mostly always practices in the hook. When people pull him he’s almost always hooked in. Sometimes he’ll pull fraught wrist or toproll, but rarely. I love it.
No, no judges or refs here. Just practice. The object is not necessarily to win - it's to learn. And the thumb pressure / hand control is perfectly legal as long as no one has the advantage at the start. It's all part of the game. If you want someone to stop it, grow your hand and wrist stronger =)
