That's an EBow! It's basically a small electromagnet that induces vibration in the string. It's similar to the mechanism behind sustainer pickups like Ed has in his guitar.

There Is No Food thanks! It’s really mostly an octave shape melodic thing rather than full chords, and Thom I think actually used a harmonizer to make rather than play the octave for it. It’s basically G# G C (b6 5 1) melody then Bb G G# (m3 5 b6) during the breakdown. Then at the end he uses his usual major/minor 10ths (thirds an octave up, the Frusciante Scar tissue chord) above the root notes of the melody he’s playing on the E and A strings.
This has nothing to do with your cover (which is great) but it always disappointed me that Thom uses the SG on this song post HTTT. It’s just not the same!
The Jools performance he uses a single coil/humbucker telecaster which I agree does sound far better for that clanging part. It’s the only thingI miss on the basement version which is superior to Jools otherwise. Probably just a matter of convenience and how it fits in with the rest of the band. HTTT was the high point for guitar playing for them after OK and The Bends. The opening track and There, There especially.
