Dr. Joel Scheraga is the Senior Advisor for Climate Adaptation in the Office of Policy within the Office of the Administrator at the U.S. Environmental Protection Agency (EPA). Since January 2010, he has led EPA’s efforts to ensure the agency continues to fulfill its mission of protecting human health and the environment even as the climate changes. A central focus of this effort is supporting states, tribes, territories, local governments, and businesses as they prepare for and increase their resilience to the impacts of climate change, with a particular emphasis on advancing environmental justice.
Dr. Scheraga contributed to the development of the Biden Administration’s National Climate Resilience Framework, released at the White House Summit on Building Climate Resilient Communities in September 2023. He also led development of EPA’s 2021 Climate Adaptation Action Plan and is now overseeing implementation of the plan. A major goal is to integrate climate adaptation planning into EPA’s programs, policies, rulemaking processes and operations to ensure they are effective even as the climate changes. He is promoting partnerships with constituencies across the nation and other federal agencies to strengthen adaptive capacity and increase the resilience of the nation. A major focus is now on ensuring the outcomes of investments made with funds from the 2021 Infrastructure Investment and Jobs Act (IIJA) and the 2022 Inflation Reduction Act (IRA) are resilient to the impacts of climate change.
In December 2015, Dr. Scheraga was honored with a Presidential Rank Award, the highest honor given to career members of the federal Senior Executive Service. He was a Lead Author for the Intergovernmental Panel on Climate Change (IPCC), which was awarded the 2007 Nobel Peace Prize. Dr. Scheraga was a member of the EPA Climate Adaptation Measures Team that was given an EPA National Honor Award for Outstanding Performance Management in 2023. He has also received seven EPA Bronze Medals.
