Sure, Tony was heavily based on him, but his father Howard Stark was even more based on him, even having the same first name and visually looking even more similar to the real life Howard Hughes, and both existed "back in the day" whereas Tony was never really written to be around in the WW2 days. He was an amazing man, despite suffering from chronic/debilitating OCD all of his life. In spite of this he achieved so much in Hollywood, aviation and industry. At the time, OCD was unknown, so you can imagine just what he must have gone through with not understanding the cause of his mental health problems, but also that the professionals of the time being unable to understand OCD and to help him. Even today, OCD is an incredibly difficult and debilitating disorder to treat. Again, despite all of these obstacles, he was a man beyond his years in what he achieved.
What's interesting is that he really started to go downhill after selling his company & becoming hugely rich. With no other goal in life, he basically no longer had purpose & fell apart.

Back in 1978 there was a miniseries titled "The Incredible Howard Hughes" starring Tommy Lee Jones and obviously Martin Scoresse with "The Aviator" but neither one of these productions in my opinion does the man justice.
