Is this big enough for vaccination cards?

If the vaccination cards are bigger it won't fit but you can customize the size by adding a few more chains. After chaining, wrap it around the card. That's how you measure the size.

I somehow messed up and it got way bigger as i went to each row

Make sure to count the total number of each row than each row should have the same total amount of stitches.
