Tips for Using a Raised Bed Plastic Mulch Layer

I noticed black on white mulch was used. Which side do you recommend facing up and down? We are in CA where we get lots of heat in the summer. Thanks

How do you set depth? Is mulch layer in video self leveling?

I've been told the wheels should not be cambered, but more straight up and down.
