The word (Ala) in Arabic Literally means (Above) or (On), so when Allah SWT Says (Walks on modesty) it's as if that modesty elevates her, while in another verse in the Holy Quran when Allah SWT talks about "Firaon" he said (Inna firaon'a Ala fi alardi) which means he can go as much as he wants but he will never pass the Earth.

I pray that someday prominent Muslim speakers could pay more attention to how led astray our youth, especially (not only but in this case) our male youth is. Way too many of them are harassing young women and girls and no matter if these women are modestly dressed or not, that doesn't change the fact that these young men are corrupting their souls immensely by approaching women this shamelessly. Obviously we live in a time that doesn't make it easy for men (or women) to lower their gaze, but we should care enough about our young brothers to save them from themselves.
I watch these video to learn and gather perspective- despite being non-Muslim. Thank you Antonia B for your comment and to everyone else that recognises this :( I see so many young local Muslim men in the uk now who leer at women and hang around the town centres together egging each other's bad behaviour. A.o.A. I was wondering if this revelation, rather than being a guide post for modesty in women, could me more about her feelings toward Prophet Musa? Could it not be that the Quran mentions a tender insight into how a man, if he is honourable and strong, and quick to help women and stand up for them, can engender admiration and awe in a young woman? The Quran does not mention shyness when the women told Prophet Musa of their predicament vis a vis the other men who always put themselves first and may have been uncouth with females. However, she walks shyly back to him because she now respects him, perhaps even admires him. This may indicate more about how a man should leap to the defence and protection of women's rights rather than be a marker of modesty. Perhaps, it is this same lady that Prophet Musa later made his wife - we don't know this, but it may be indicated here? Her shyness then, of course, speaks of her purity and sweetness.
