The heat related speed restrictions you mentioned around 27:10 are due to high temperatures as measured on the rails at multiple places. As you may know, metal expands when heated so to minimize the chance of anything wonky happening, Amtrak makes engineers slow down. Things that could expand include the rails, catenary and expansion joints on bridges.
