Her voice was always changing. You can hear a change even between her first and second albums. And she sounds like two completely different people between MLIYL and Just Whitney. Of course we all know what caused those changes, but she was an ever-changing entity right from day 1.
The actual change you are referring to was in fact much earlier. In 1994 she developed vocal nodules, and around July 1994 was the initial starting point that they became an issue with her having to use a pre recorded playback at the 1994 World Cup. If you listen to her Radio City concert in September 1994 and especially IWALY performance, the vocal issues with the nodules can be heard. Her voice from the summer of 1994, to early 1996 had still essentially the bodyguard style/technique and ability of vocals, however the voice had become compromised by the nodules, therefore there was some changes to arrangements and keys of certain songs. The White House October 1994 performance saw her sing GLOA one key than half a key lower for the first time.

But I swear as long as I write I’m bringing back all of you that stood up the nights and tried to reach a to help this baby even in my age I still cry like a baby but I’m finding a jaqway to stop the cry so we can all remove the stains that kept us a fright and thank you with every step I stride I can never strive cause I read too many times m just making everything back right filling the void no revictimize I love you the most words from victor y I love you mama and papa my corleous Rahpe 💙our love will never die. She did overwork at times for sure. I can only imagine how physically and mentally exhausting The Bodyguard tour must have been. But you don't need to rest your voice for a whole year! Even post-vocal surgery you only need to rest for 3-4 weeks. And I'm pretty sure she would have managed that in 1995, as she was focussing on film rather than music. Cigarettes and drugs were what really hurt her voice. Not lack of rest.

This is the year she really really should've rested her voice coming off the Bodyguard era and tour, that voice was incredibly overworked.
I'm glad she didn't rest it because all of her work from the mid-90s to the mid-00s are perfection.
