My girlfriend at the time really liked the song. She could relate to the lyrics. The pedal steel guitar licks and the tempo reminded me of "Stuck in the Middle with You", the 1973 hit by Stealers Wheel that these days is perhaps more readily remembered for its use in Reservoir Dogs. I have her first two albums from back when. "If It Makes You Happy" was the lead single from her second album. Very mid-nineties.
