Mine personally? I have not gotten the earring to drop yet. After a handful of tries i decided to give it some time to die down a little. It was super packed everytime going there and sometimes i couldnt get credit cuz the mobs died so fast. But yes, my harbor island will be 100% once i get the earing, then go talk to chase eagle

What time do they spawn at midnight exactly?
The event starts at midnight. Then if you look at the event timer, the mobs start spawning around 20min remaining
