Modern Subs dont have a Conning tower. The Sail is outside the pressure hull that houses all the communication masts and periscopes. The Con or Control room is inside the pressure hull below the periscopes. WW2 boats had conning towers.
This is incorrect. Modern sub have all the equipment in the sail, so there is no need for an actual periscope to penetrate the pressure hull, less weakness. All the equipment is designed for depth so they just leave it in the sail, unpressurized, and make the pressure hull more secure.
a carrier under civilian control . . . meaning, please elaborate . . . the towed array of the new submarine could get entangled with the aft propellers . . .
The vehicle operates at a greater depth (less hull penetrations/hull openings for crew access). The towed array is spooled out in a buoyant state to take acoustic reading above a thermal layer. That submarine is designed to operate at depth.
As a former US Navy submariner, Subs are the most terrifying ships an advance Navy can Possess and the US and Britain have had the best but China is maniacally catching up.
