He obviously doesn't love her enough to want to be with her so it works both ways. Besides that there's a certain city in Tennessee that's all about music. A place called Nashville. There are dreams and reality. She wants the latter. That's her dream if you will and he's not willing to give up anything for her. Most people want something solid to build their life on and besides dreams rarely come true. Cynical I know but a fact. We could start a college course on analyzing opposite views of this song couldn't we.

It works both ways. He can make his music there just as easily. Where as she would have to live in a place she obviously hates just to make him happy. Her happiness obviously means nothing to him.
