It depends. Having played both myself, I’d say oboe is much harder; actually because the reed is smaller and I always feel that I’m choking on air compared to the guanzi. However I do agree that both instruments are beautiful on their own right.
for me the oboe and guanzi are 2 completely different reed concepts. Oboe reeds are soft and vibrate at extremely high frequency. While guanzi reeds have similar(not the same) concept as clarinet reeds. If you would like to find the oboe equivalent chinese instrument, you can find out about the suona 唢呐 it uses small soft reeds similar to the oboe.

When he has the 3 fingers of the left hand down, and the index finger of the right, but not the other three fingers of the right, that's the key-note. Including the Thumb, there's 8 holes. Thumb and three fingers of the left hand at the top, and four fingers of the right hand at the bottom.
I lived in North China for 2 years, specifically went to lots of music stores and the only place I saw any for sale was in a street dedicated to musical instruments in Beijing. I never met anyone who could play one
actually it's cylindrical bore (like a clarinet), so it overblows a twelfth rather than an octave (unlike the conical bore oboe which overblows in octave). The shape of the reed is also different from the bassoon's in that it's less fan-shaped (straight sides)
