If you needed any proof that Ulfric kinda sucks at governing, Sofie and the Dark Elves are living proof. A savvy politician would make a grand show of adopting the orphaned daughter of a man that died in his name, rather than having her sleep on the bloody frozen streets. And considering the size and resources of the Empire, if he would only help the Dark Elves a little, some would probably join his rebellion and bolster its numbers. Instead, they live in squalor and get harassed by prejudiced Nords within his own walls. He claims that it's too difficult with the war on, but it shows that he's quite narrow-minded and cares little for anything but his own legend. Even a morally twisted Necromancer like Jon made the right choice ;)
The Stormcloaks aren't simply a nationalist movement, but an ethno-nationalist movement as well, in the event they win the civil war they're probably going to seek to ethnically cleanse Skyrim, probably using the non-lethal methods (border restrictions, displacement, discouragement of non-Nord child rearing) so they don't attract too much reprisal from their neighbors. So it doesn't make a whole lot of sense for them to be letting non-Nords in, the only reason they let you as the player join when you're not a Nord is because, well, you're the _player_ and even if it makes sense in universe, it wouldn't be fair from a gameplay standpoint if the game locked you out of joining one of the sides in one of the biggest, most central quest lines in the game if you didn't happen to choose to play as one specific race. But for everyone who's not you, they'd basically be telling them, "Hey, thanks for your service, thanks for fighting for Skyrim, we appreciate you putting your life on the line for our cause, but just remember that you're not really a true son of Skyrim and you're always going to be a foreigner and a second class citizen." Also, there are two sides to every story, you may see the Dunmer living in squalor and hear the harsh tones the native Nords take with them and just assume blind racism, and while some of it is prejudice, you have to remember that the Dunmer were invited into Skyrim as refugees, with no obligation on the Nords part to take them in, and in the years since then they've done almost nothing to actually make themselves less of a burden on the community. Skyrim is filled with other non-Nords who are productive, and patriotic, members of society. The Dunmer have essentially built their own enclave within Windhelm that is nothing but a drain and blight on the locals... Which kind of draws some parallels with the situation in some parts of some Western European countries today, but let's not go into that.
Many people in Skyrim have legitimate beefs with the Empire (the Snow Shods in Riften spring to mind, some being the victim of what we would call war crimes, but it's mostly about the White Gold Concordate and how it outlawed Talos worship. Of course that's just the Thalmor a) being buttmad that a man became a God when they consider themselves to be the betters of all Mer and Men, and b) playing the long game, using religious strife to weaken the Empire from within before their next move. They're using Ulfric whether he knows it or not, and he's using his people, who desperately want him to be some second-coming of Talos. I feel the most for the Stormcloak rank and file, most of whom are too passionate, angry and stubborn to see reason. Of course, they kinda DO get their Second Coming - the Dragonborn, and most Nords would probably fall-in-line behind whatever side their REAL savior chooses. We'll have to see whenever Bethesda release ES6 ;)

Even though you won and took over Windhelm they have no where else to go. I guess free-winter is just a nice guy and lets them stay. (More likely the creators just got lazy and did not program an update for those NPCs.

Soul Tear destroys corpses on death, like any low-level necromancy spell, unfortunately. Dead Thrall and Ritual Stone keep the corpse intact meaning it can be resurrected indefinitely.
I married Aela in Skyrim so that the kids would have a capable mother while I was naffing off. I put them in Lakeside Manor and hired a bard too so they'd have some music and stuff.
I do love the Windhelm house, even though it is buggy sometimes. If you don't do the murder quest right, it can bug out and you can never get the house.
The yellow book of riddles has been around since morrowind and there is actually a quest for the tribunal temple that requires you to answer them correctly.

The people in the court are the deposed Jarls, presumably brought to Windhelm to be watched, so they don't try to lead uprisings out in their former realms. You can give your child a dagger. I typically give them something outrageous, like a Legendary Dragonbone Dagger with enchantments like Paralysis and Slow (hypothetically, if someone tried to mess with my kid, they would immediately regret it).

Hey Jon - if you double enchant with damage Skyrim halves the damage from each enchantment. Except fiery soul trap, which it does not consider a damage enchant. Long and short of it is that a 🔥👻🗜️ + damage double enchant does more damage.
I wouldn't even care if you never used it, it's just a bit of a mrf when you explain your reasoning for making a decision without trying to test it and holding onto it as fact. Like not realizing doomwheels are cavalry or fungal purge is easy to make and cures all kind of ghoul problems.
There are a few good DLC and game-sized mods for Skyrim that'd be worth doing eventually (if you're not doing them soon). Enderal and Beyond Skyrim for instance.
Helping the Forsworn was a bad idea if you were doing it to help the imperials, because it strengthens the enemies of Ulfric, but you just took over the Reach for Tullius, so Forsworn attack Tullius.
Jon, all the Jarls who supported the enemy side, their stewards, family and houscarls get sent to the capital of their side and stay there forever, insulting you.

it looks like if your over level thirty four he might be to high level for the spell to work.

Hey Jon - if you double enchant with damage Skyrim halves the damage from each enchantment. Except fiery soul trap, which it does not consider a damage enchant.
Long and short of it is that a 🔥👻🗜️ + damage double enchant does more damage.
I wouldn't even care if you never used it, it's just a bit of a mrf when you explain your reasoning for making a decision without trying to test it and holding onto it as fact. Like not realizing doomwheels are cavalry or fungal purge is easy to make and cures all kind of ghoul problems.

There are a few good DLC and game-sized mods for Skyrim that'd be worth doing eventually (if you're not doing them soon). Enderal and Beyond Skyrim for instance.
General Tullius is literaly at spitting distance of the catapults, arrows sorcery and blades. That's not how Generaling works...

Jon, I believe dead thrall has a lvl cap of 50 so you won't be able to dead thrall some npc's, and ofcourse there's a mod which fixes that
Helping the Forsworn was a bad idea if you were doing it to help the imperials, because it strengthens the enemies of Ulfric, but you just took over the Reach for Tullius, so Forsworn attack Tullius.
because of the level +20% thing with Ulfric, after a certain level it becomes impossible (I believe its 34) to bring him back as a thrall
Jon, all the Jarls who supported the enemy side, their stewards, family and houscarls get sent to the capital of their side and stay there forever, insulting you.
Ulfric didn't actually shout the high king to death, he admits it himself, he shouted then stabbed him
