Very informative review. Looks like a game I’d play but not run. Although I too (like you) prefer TofM to tactical miniatures and such (especially if it sucks the pace out of the game)
There's a free quick start on DTRPG - 1st edition, but might be worth a look if you're still trying to decide. Personally, I'd go Traveller or Savage Worlds Last Parsec, but Jeff seems to like the setting of Fragged Empire (and if you don't mind the crunchy combats and big walls of small print), it looks to be worth giving it a bit of further investigation.
