My own theory about "infection" is that either the world outside of Mensong has been ravaged by a pandemic and the city is one of last (if not the last) shelters of humanity, or there's some sort of bioweapon being secretely made in Mensong (maybe by STING) or it's simply an excuse to something else (like secretly making contraband technology in Mensong)
you forgot to mention something. in the latest update (the one with rendbreaker, etc), they added fire hydrants. in the patch note, it is said to not drink from them, because the water is contaminated. it is also said by a staff member that water can’t be consumed by sombre’s citizens, they can only be fed with energized rations. you could make a few theories with those, i just wanted to let you know
