It seems like you're very ignorant who needs to be educated. Only few of the buildings are owned by foreigners. Majority of the buildings here are owned by rich Ghanaian individuals and the government of Ghana.
So where do the government agencies operate from? At least I know that the SSNIT EMPORIUM in airport city is not foreign owned. It is owned by SSNIT, and SSNIT is a government agency. There are so many edifices in the city that are owned by the government on behalf of the people of Ghana so don't say what you dont know okay.
