The Vancouver Aquarium only has rescues and their otters for the most part were trained in the foster program. They feed each otter $100 worth of fresh seafood everyday. They have to rotate them out of the tanks after a few weeks because personality issues start to develop between them and rotating them fixes it

Otters are dangerous things. This makes them seem as harmless as a house cat. I seen a otter bite a Showman's calf back in the 80's at a small private park in Florida. Damn thing bit, clenched, and shook like a shark trying to rip apart meat. Never seen that much blood afore or since. It was a vision that sticks with you. The otter seemed to be diseased. Much bigger than most otters you see on TV.
I would think yes, but you need a lake or something big enough for their needs. So you would need quite a lot of money to make that happen. But that's just a guess. You should Google it or contact someone in your state or country who knows the rules.
It's popular in Japan, despite the affinity to water, otters don't have to swim and can build close relationships with human. However, they have a higher tendency to destroy furnitures as they love to bite on things (this also means that they can sometimes bit you) Getting bitten by otters is more painful and leaves a deeper wound than cats. It is common to have the owner getting bitten multiple times before the otter learns their lesson. Getting deep wounds from otter can also cause potentially deadly infections so yeah. I personally think they are great pets after a few months of training but you have to be careful. (another down side is that if your otter get sick, Vets might not be sufficiently knowledgeable in dealing with otters so there's a way higher chance for otters to die from an illness).
