Electrocautery, or bipolar electrosurgical forceps - commonly called a "Bovie" in the U.S. [Actually, Bovie is the surname of the inventor of the electrosurgical apparatus which is used in hemostasis ("coag", short for coagulation current) or cutting ("cut", short for cutting current)]. The current is turned on or off by a foot pedal.

Morris retractor has L shaped blades with blunted rims and also has terminal beak shaped curve.
It's not same as shown in this video
