It is not because of the airport, there is just construction there now and it is too far from where you were trying to fly it, It's in Akerni. It must be because of the military bases in Sazan island and Pashaliman base in Orikum (south of Vlora on the other side of the bay). There was a movie made for the Pashaliman submarine base during the communism, about the breaking up of Hoxha with the Russians. They gave us 8 submarines to protect the Eastern block from the capitalist west and we made a base in Pashaliman. Hoxha was a Stalinist and he did not like it when the Russians gave up Stalinism and so he broke up with them and kicked them out of the base. They took 4 of the submarines and Hoxha took 4 as well in the "divorce settlement". Now Nato is taking both these bases over. In July there were Nato exercises in Sazan and they did no let the tour boats stop there, as they usually do for an hour.
